Vacancy Announcement 2024: Engagement of Young Professionals, Office of the Chief Commissioner for Persons with Disabilities (Divyangian)

The Office of the Chief Commissioner for Persons with Disabilities (Divyangjan), under the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment, New Delhi, is seeking dynamic individuals to join as Young Professionals on a contractual basis. This engagement aims to bolster the workforce and enhance the efficiency of various divisions within the office. Below are the details of the available positions:

Responsibilities:

Young Professional (Legal)

  • Manage day-to-day affairs of the assigned officers.
  • Prepare briefs for submissions to competent authorities.
  • Examine and list out issues involved in cases.
  • Coordinate inter-ministerial, intra-ministerial & inter-departmental activities.
  • Assist in hearings conducted by the office.
  • Attend meetings, prepare minutes, and briefs.
  • Liaise with departmental organizations.
  • Follow up on allocated work and submit reports.
  • Update data on portals for review.
  • Perform other duties as assigned by the Office of the Chief Commissioner for Persons with Disabilities.

Young Professional (Administration Division)

  • Handle establishment matters, recruitment rules, HR policies, and vigilance matters.
  • Coordinate with inter-ministerial/inter-departmental activities.
  • Assist in monitoring implementation of RPwD Act and schemes.
  • Monitor utilization of funds disbursed by the Central Government.
  • Maintain proper records and submit reports.
  • Assist in court cases and legal matters.
  • Identify inconsistencies in policies and recommend corrective actions.
  • Study international instruments and recommend measures for implementation.
  • Develop action plans to promote awareness of disability rights.

Terms and Conditions of Engagement for Young Professionals:

The Office of the Chief Commissioner for Persons with Disabilities (Divyangjan) is inviting applications for the engagement of Young Professionals on a contractual basis. Before applying, interested candidates are advised to carefully review the terms and conditions outlined below:

Position Details:

  • Name of Post: Young Professional
  • Number of Vacancies: 06 (Six)
  • Period of Engagement: Initially for a period of 01 year, extendable up to three years with approval, and in exceptional cases, up to 5 years with approval of CCPD. No extension beyond 5 years.
  • Nature of Engagement: Purely contractual
  • Place of Posting: Office of the Chief Commissioner for Persons with Disabilities (Divyangjan), 5th Floor, NISD Building, Plot No.G-2, Sector-10, Dwarka, New Delhi-110075
  • Age Limit: Below 40 years as of the date of Advertisement
  • Monthly Remuneration:
    • Post Graduate: Rs. 60,000/- (inclusive of taxes, subject to TDS deduction)
    • Graduate: Rs. 50,000/- (inclusive of taxes, subject to TDS deduction)
  • Allowance: Young professionals will NOT be entitled to any other allowances.
  • Leave: Paid leave of absence will be admissible @ 1.5 days for each completed month. Leave accumulation beyond a calendar year is not allowed. Women Young Professionals may be eligible for maternity leave as per the Maternity Benefit (Amendment) Act, 2017.
  • Termination of Contract: The contract may be terminated at any time without prior notice or assigning any reason, with immediate effect, on grounds of proven misconduct or various other reasons.
  • Requirement of Prior Notice: If a Young Professional seeks termination of the contract before its expiry, a notice period of 60 days to the O/o CCPD or two months’ salary in lieu of the notice period is required.
  • Confidentiality Clause: Young Professionals must maintain absolute integrity, devotion to duty, confidentiality, and secrecy of information handled during and after the contract period. They are not permitted to divulge any information without authorization.
  • Conflict of Interest: Young Professionals are expected to follow general conduct rules and regulations laid down by the Government. Services may be terminated/discontinued if found unsatisfactory or in conflict with government interests.
  • Working Hours: Young Professionals are expected to follow normal working hours (09:00 AM to 5:30 PM from Monday to Friday) but may need to work late or on holidays as per exigencies.
  • TA/DA: Young Professionals may undertake domestic tours subject to approval and will be provided with travel allowances and accommodation as per government norms.
